  • weird issue, ex local authority property , no building regs

I am interested to buy a house, current vendor bought it from local authority some 10years ago. Survey revealed that there is a missing internal wall, vendor had no idea about it and says that happened sometime around 30years ago at the past by the city council, as she is the the 1st person that bought the house from them. She offered an indemnity insurance.
What I am thinking, is, this insurance is non-valid (?) now as already the council did the work so they suppose they 'know' about the internal modification.
    Any advice? cheers.
