    my lease holder will not repair his heating system or replace his broken windows he says that he cannot afford it .the windows have fallen out onto the pathway and water leaks are damaging the rest of the building. does anybody know if the mortgage lender would pay for repairs

    Firstly read thelease. If your lessee has broken the lease terms and he has a mortgage then you can certainly write to his mortgage lender pointing out his breaches and threatening to take action if they are not remedied.
