    In common with other estate agents in London almost noone has asked to see and EPC. This does seem like another tax on tenants (as the cost will ineviatably be passed along the food chain). Virtually all property in London falls within one of two bands.

    It does seem a very blunt instrument. In any case, as is common with HMOs, unscruplous landlords who operate under the radar without agents will simply ignore it.
