Re roofing - Planning?

    I have a roof that needs total re roofing all apart from recent extension. The original pitcher roof has velux windows that according to the planning portal break the current rules in that they open on the side elevation and are not 1.7 above the floor. The velux windows are in a loft room which was built 20 years ago without planning permission.

    Questions are
    Do I need planning permission?
    and will I need building regs to get involved, and then will i end up having to have these windows fixed and obscured as current rules will now apply. Or have I had them long enough so current rules do not apply?

    Any thoughts or ideas!
